If a person kills someone unintentionally then he or she can flee to a city of refuge to
escape being killed by the "revenger of blood."
I guess this is (sort of) good--about as good as it gets in the Bible anyway. But it would be better to declare such a person innocent, assuming no
criminal negligence involved, rather than creating a city for the person to flee to. And the idea of a "revenger of blood" is just plain creepy.
