From what were the fowls created?
From the waters.
And God said, Let the waters bring forth abundantly the moving
creature that hath life, and fowl that may fly above the earth in
the open firmament of heaven. And God created great whales, and every
living creature that moveth, which the waters brought forth abundantly,
after their kind, and every winged fowl after his kind: and God saw
that it was good. Genesis 1:20-21
From the ground.
And out of the ground the LORD God formed every beast of the field, and
every fowl of the air; and brought them unto Adam to see what he would call
them: and whatsoever Adam called every living creature, that was the name
thereof. Genesis 2:19

Oh, so birds weren't created from the waters as Genesis 1:20 says. Verse 20 is just saying that birds fly. (Good to know.)
So were birds created from the ground, as Genesis 2:19 says, or is this verse also just saying that birds fly?
The solution to this apparent "contradiction" is the same for most I have seen here; Consistent faithful translation. The Hebrew form of the verb you translate "Let bring forth" is the same form of the verb you translate "fly". So, to be consistent with both verbs, the translation should read, "Let the waters bring forth ... AND LET the fowl fly ..." It is NOT saying the WATERS bring forth the fowl, it is saying the waters "team with" or "wriggle with" sea creatures and the air is filled with birds that fly. No contradiction with Gen 2.
